Our army has full authority to send troops to accept, enter the occupation, implement military control, maintain order, and appoint commissioners to manage all administrative matters in the area. If any incident of destruction or resistance occurs, they must be charged with traitors. At 8:00 on August 11, Zhu De issued the second order: "1. The former Northeast Army's Lv Zhengzao Department will move from Suiyuan, Shanxi to Chahar and Rehe; 2. The former Northeast Army's Zhang Xueshi Department will move from Hebei and Chahar to Rehe and Liaoning; 3. The former Northeast Army's Wan Yi Department will move from Shandong and Hebei to Liaoning; 4. The Li Yunchang Department currently stationed in Hebei, Rehe and Liaoning borders will move to Liaoning and Jilin on the same day." At 9:00, Zhu De issued the third order: "1. The Helong Department will move northward from Suiyuan; 2. The Nie Rongzhen Department will move northward from Chahar and Rehe. "At 10:30, Zhu De issued the fourth order: All Shanxi Liberation Army will be under the command of He Long and act in unity. At 11:00, Zhu De issued the fifth order: All railway lines and other liberated areas, all enemy-occupied traffic arteries on both sides of the Chinese Liberated Areas, the anti-Japanese army should actively launch an attack to force the enemy and the puppet to surrender unconditionally. At 12:00, Zhu De issued the sixth order:" Now the commander of the Korean Volunteers fighting against Japan in North China, Wu Ting, and the deputy commanders, Park Hyosan and Park Yiyu, immediately led their troops, and together with the Eighth Route Army and various departments of the former Northeast Army, they advanced to the northeast to eliminate the enemy and the puppet, and organize the Korean people in the northeast in order to achieve the task of liberating Korea. "At 18:00, Zhu De issued Order No. 7, requiring the anti-Japanese troops in the Liberated Areas to enter the towns and fortresses occupied by the enemy and counterfeiters, and the commanders of each unit were responsible for implementing ten emergency military controls.
