72 years ago today, on May 27, 1953 (April 15, 1953), the Central Committee agreed to the report "Problems of Public-Private Relations in Capitalist Industry". On May 27, 1953, Li Weihan, head of the United Front Work Department of the CPC Central Committee, submitted to the Party Central Committee the report "Problems of Public-Private Relations in Capitalist Industry" written after he led the investigation team in Shanghai, Nanjing, Wuhan and other places in the spring of 1953. This report summarizes the situation and experience of state capitalism in capitalist industry over the past few years, and clearly points out that the various forms of state capitalism are the main forms in which we use and restrict industrial capitalism, the main forms in which we gradually integrate capitalist industry into the track of state planning, the main forms in which our country transforms capitalist industry and gradually transitions it to socialism, the main links in which we use capitalist industry to train cadres and transform bourgeois elements, and the main links in our united front work with the bourgeoisie. Public-private partnerships are an advanced form of state capitalism and are most conducive to transforming private enterprises into socialist enterprises. The Political Bureau of the Central Committee discussed and agreed to this report, and clarified the policy of using, restricting and transforming capitalist industry.
