On this day, 63 years ago, December 17, 1962 (November 21, 1962 in the lunar calendar), the U.S. authorities declared the U.S. Communist Party "guilty." On December 17, 1962, a U.S. federal grand jury declared the Communist Party of the United States "guilty" for refusing to register as a "foreign agent" under the provisions of the fascist "McCarran Act." The grand jury agreed on the twelve "counts" of the Communist Party of the United States listed in the indictment, which charged the Communist Party of the United States with refusing to register with the Justice Department as a "foreign-managed and controlled" group and refusing to provide judicial authorities with lists of party leaders and members, as well as specifications on finances, printing machines, and other circumstances. A U.S. District Court judge immediately imposed a maximum fine of US$120,000 on the Communist Party of the United States.
