On August 17, 1992, the Office of the Leading Group for Clearing up Triangle Debts of the State Council introduced that my country has made significant progress in clearing up triangular debts. According to reports, as of the end of July, except for a small number of projects that did not meet loan conditions and national industrial policies, arrears caused before the end of 1991 in infrastructure and technological transformation across the country had been basically cleared, one year earlier than originally planned. In the past two years, the state has injected a total of 51 billion yuan in funds to clear up triangular debts. It also adopted scientific methods to clean up fixed asset arrears starting from the source, and solved a total of more than 200 billion yuan in corporate debt chains, achieving good results of investing 1 yuan of funds to clear 4 yuan of arrears. This progress has alleviated the debt chain burden for large and medium-sized enterprises, thus creating good conditions for reasonable growth of the national economy. However, there are still some provinces and cities that have funding gaps in projects, causing new arrears; there are also some companies that blindly produce regardless of market needs, resulting in product backlog. The State Council requires all regions and departments not to leave gaps in funds when launching new projects to prevent new arrears, and reiterated that the state will no longer organize the cleanup of arrears that occurred after 1992.
