On this day, 65 years ago, on September 30, 1960 (August 10, 1960, the Central Committee of the Communist Party of China proposed the eight-character policy of "adjustment, consolidation, enrichment, and improvement." On September 30, 1960, the Central Committee of the Communist Party of China approved the "Report on the Control Figures of the National Economic Plan in 1961" by the Party Leadership Group of the State Planning Commission. The "Report" proposed for the first time the policy of "adjusting, consolidating, enriching and improving" the national economy. Prior to this, when Li Fuchun studied the control figures of the 1961 National Economic Plan in mid-to-late August, he proposed that economic work should be arranged in accordance with the spirit of the Shanghai Conference and Beidaihe Conference, especially Zhou Enlai's opinion. At the end of August, Zhou Enlai proposed that the word "enrichment" should be added after "adjustment and consolidation", thus initially forming a complete "eight-character policy" opinion.
