On September 30, 1960, the Central Committee of the Communist Party of China approved the "Report on the Control Figures of the National Economic Plan in 1961" by the Party Leadership Group of the State Planning Commission. The "Report" proposed for the first time the policy of "adjusting, consolidating, enriching and improving" the national economy. Prior to this, when Li Fuchun studied the control figures of the 1961 National Economic Plan in mid-to-late August, he proposed that economic work should be arranged in accordance with the spirit of the Shanghai Conference and Beidaihe Conference, especially Zhou Enlai's opinion.
