On this day, 79 years ago, on November 14, 1946 (October 21, 1946 in the lunar calendar), the Central Committee of the Communist Party of China issued instructions on the work of prisoners. After the Battle of Hua County, Commander Liu Bocheng (left) and Chief of Staff Li Da (right) received Yang Xianming (center), commander of the enemy's 104th Brigade, who were captured by us. On November 14, 1946, the Central Committee of the Communist Party of China issued the "Instructions on the Work of Prisoners", stating that "the release or retention of prisoners should be weighed against the pros and cons and used flexibly, and should be based on active efforts." The Directive stipulates: Officers at or above the brigade level should be educated and given special preferential treatment, strive to do propaganda and call work, and basically not released; For cadres at the regiment and battalion level, we should strive to use some of them for our use, select those who are more advanced and are willing to return, and release them first, and the rest should be released separately according to the situation; For officers at the company and platoon level, after short-term training, most of them, except those who can be retained, will be released immediately; for soldiers, most of them should be tried to supplement our army, or some of them should be selected to be educated and released back for disintegration work. The "Instructions" require all commanders and fighters of our army to respect the work of prisoners, use them boldly, and disintegrate the enemy. During the War of Liberation, the People's Liberation Army of China summed up a complete set of experience in dissolving prisoners, which was "captured, replenished, and fought", making a large number of soldiers from the former Chiang Kai-shek Army an important source of soldiers for the People's Liberation Army.
