This meeting clarified that the general policy of education in New China is: education should be new education that reflects the political economy of New China and serves as a tool of struggle to consolidate and develop the people's democratic dictatorship. Since our country is a country with the people's democratic dictatorship based on the alliance of workers and peasants, our education should also focus on workers and peasants, and cultivate a large number of new intellectuals from workers and peasants as the new strong backbone of our country's construction. The meeting pointed out that the current specific work policy for national education work is: a policy of planned, step-by-step, focused, and steady progress. Reforming the old cultural and educational undertakings was an important strategic decision made by the Communist Party of China in the early days of the founding of the People's Republic of China to consolidate the new people's power. It was also the inevitable result of the development of the objective situation. In old China, cultural and educational undertakings were basically controlled by the imperialists and the bureaucratic and landlord classes, and became a tool for them to promote opposition ideas and cultivate power. The educational content, academic system, department setting, teaching methods, etc. in the old school are not suitable for the requirements of the new era. In order to adapt education to the needs of national construction and implement the policy of consistency between theory and practice, serving the people, and serving production and construction, the Party and the People's Government have mainly reformed the old cultural and educational undertakings in the following aspects. In terms of cultural undertakings: (1) Clearly put forward the policy of "innovating the old and letting a hundred flowers bloom"; and called on the opera industry to "change operas, change people, and reform". (2) Determine the principle that literature and art serve the people. (3) Put forward three principles for medical and health work: "facing workers, peasants and soldiers, focusing on prevention, and uniting Chinese and Western medicine". In terms of education: (1) Reform the old academic system. (2) Vigorously develop industrial and agricultural education. (3) Vigorously develop education for ethnic minorities. (4) Comprehensively adjust the establishment of departments and disciplines in colleges and universities. (5) Reform school curricula and teaching content. (6) Trial out the political work system in colleges and universities and strengthen ideological and political work. The above reforms were basically completed by the end of 1952, and the cultural and educational undertakings had a new look. The changes in the outlook of cultural and educational undertakings have greatly affected the spiritual outlook of the people across the country and have played a good role in promoting other work.
