40 years ago today, on October 15, 1985 (September 2, 1985 in the lunar calendar), the North Atlantic Conference conditionally recognized the US "Star Wars" program. On October 15, 1985, representatives of the 31st annual meeting of the North Atlantic Assembly of Parliamentarians expressed their conditional recognition of the United States '"Strategic Defense" plan, or the "Star Wars" plan here today. A bill passed at the meeting emphasized that any NATO country participating in the U.S."Star Wars" program must "fully comply" with the terms of the Anti-Ballistic Missile Treaty enacted in 1972. The United States once again assured its North Atlantic Treaty Organization allies that Reagan's "Strategic Defense" plan is only a research project that will be implemented in accordance with the Anti-Ballistic Missile Treaty negotiated between the United States and the Soviet Union in 1972. During the meeting, representatives from many Western European countries who attended the meeting expressed concern about the accelerating arms race between the two superpowers, the United States and the Soviet Union. They solemnly pointed out that the strategic defense weapons of the Soviet Union and the United States are disgusting. Patrick Walker, chairman of the North Atlantic Assembly of Congressmen, warned on the 14th that the United States must pay attention to the development of strategic defense weapons that should take into account the security of North American and Western European countries. The 31st annual meeting of the North Atlantic Assembly of Parliamentarians began in San Francisco on October 10. The Assembly closed on the 15th after adopting the "Strategic Defense and Atlantic Alliance" bill.
