On November 1, 1912, the Ministry of Industry and Commerce of the Beijing Government held a national interim industrial and commercial conference in Beijing. More than 100 industrialists from various provinces attended the conference, launching a "grand event unseen in China's industrial and commercial circles in thousands of years." At the meeting, representatives put forward various plans and proposals for industrial development, and asked the government to formulate laws to protect industry and commerce, revise tax rules, etc. The famous industrialist Rong Desheng proposed to expand the textile industry and set up a mother machine factory to manufacture mother machines such as ships, trains, agriculture, mining, and ordnance. He also proposed to send overseas students to study abroad and work as technicians after completing their studies, which was supported by the representatives attending the meeting. At the meeting, representatives from 41 chambers of commerce jointly initiated the establishment of the All-China Federation of Chambers of Commerce. It was announced that the purpose of the association was to "unite the general business clubs established by domestic and foreign businessmen to coordinate the development of national commerce and assist the central government in conducting business and government." and decided to set up a head office in Shanghai.
