On this day, 96 years ago, August 1, 1929 (June 26, 1929 in the lunar calendar), the Kuomintang's deployment implementation meeting was held. On August 1, 1929, a Kuomintang deployment implementation meeting was held in Nanjing. More than 300 representatives from Chiang Kai-shek's military officials, Feng Yuxiang, Yan Xishan and the Northeast Army attended the meeting. The association adopted the "Standards for the Reorganization and Reorganization of Various Units of the National Army", the "Regulations on the Implementation of Inspection of the National Army's Compilation and Reorganization Commission", the "Principles for the Establishment of the Army", and the "Regulations on the Organization of Inspection", which stipulated that the number of troops in each regiment area should be reduced to 7 to 9 divisions, with 11,000 people per division, which is 2 to 4 divisions less than the original regulations. The total number of military formations across the country has increased from the original 50 divisions to 65 divisions, and the total number has increased from more than 500,000 to 800,000. During the deployment period, the military expenditure was 13 million yuan. Chiang Kai-shek attempted to compress other people's troops and expand his own power by increasing the number of dispatched areas, which further intensified the conflict between Chiang and various warlords. On August 6, the Compatriation Committee issued the "Closing Declaration of the Compatriation Implementation Meeting", which listed various doubts and criticisms after the two Compatriation Meetings: (1) Some people said that whether the Compatriation and Dispatch can be implemented depends on the authority of the government. If the government has sufficient authority, the measures decided by the central government can be implemented. If the authority of the government is insufficient, even repeated meetings will not help;(2) Some people said that our existing army should reach at least more than 2 million people. 60% should be sent, which is too urgent to seek treatment; (3) Some people say that troops should indeed be disbanded, but they should be made and resettled first. If they are not prepared, they want to reorganize and disband tens of thousands of redundant officials and millions of redundant soldiers under orders, so that they can become bandits everywhere, fearing greater losses to society;(4) Some people say that the deployment implementation meeting only focused on the balance of forces and did not pay attention to the quality of the troops, thus following the mistake of international troop withdrawal.
