At the same time, Tsarist Russia sent more than 800 infantry and cavalry troops south from Chaktu to Kurun, forcing the Qing government to suspend the "New Deal". Therefore, in March, it sent more than three ministers to serve in Kulun and began to implement the "New Deal".
