On June 1, 2000 (April 29, 2000 lunar calendar), our country signed the "Patent Law Treaty". The Patent Law Treaty was launched in 1983. From May 11 to June 2, 2000, the diplomatic conference to discuss the adoption of the Patent Law Treaty was held in Geneva. The delegates including our country finally reached a consensus on the provisions of the PLT and signed the PLT together. After Romania deposited its instrument of ratification on January 28, 2005, the Patent Law Treaty (PLT) entered into force on April 28, 2005 - three months after 10 countries deposited their instruments of ratification or accession. To date, the contracting parties to the PLT are: Croatia, Denmark, Estonia, Kyrgyzstan, Nigeria, the Republic of Moldova, Romania, Slovakia, Slovenia and Ukraine. Item 4 of the Agreed Statement adopted on June 1, 2000 at the Diplomatic Conference that adopted the Patent Law Treaty (hereinafter referred to as the "Agreed Statement") reads as follows: "4. In order to facilitate the implementation of Article 8 (1) (a) of the Regulations of this Treaty, the Diplomatic Conference invites the Assembly of the World Intellectual Property Organization (WIPO) and the Contracting Parties to provide, before the entry into force of this Treaty, further technical assistance to developing and least developed countries and countries in transition to assist them in meeting their obligations under this Treaty. "The Diplomatic Conference further urges industrialized market economy countries, upon request and on mutually agreed terms and conditions, to undertake technical and financial cooperation in favour of developing and least developed countries and countries in transition." The Diplomatic Conference invites the General Assembly of the World Intellectual Property Organization to monitor and evaluate the progress of this cooperation at each regular session after the entry into force of this Treaty. "In accordance with paragraph 3 of item 4 of the agreed statement of the Diplomatic Conference through the PLT, the General Assembly of WIPO is requested to monitor and evaluate the progress made in providing technical and financial cooperation to assist developing and least developed countries and countries in transition in submitting communications in electronic form. In this context, the industrialized market economy countries referred to in item 4 of the above-mentioned agreed statement are invited to provide information to the General Assembly in accordance with the provisions of the agreed statement.
