On the morning of September 7, 2010, a patrol boat of the Japan Coast Guard collided with my country's Fujian fishing vessel "Minjinyu 5179" in the waters near the Diaoyu Islands. Subsequently, the Japanese patrol boat intercepted the Chinese fishing boat. On the 8th, the Japan Coast Guard arrested Zhan Qixiong, captain of the fishing boat. On the 10th, the Ishigaki Summary Court in Okinawa Prefecture, Japan approved the detention of Zhan Qixiong for 10 days. On the 19th, Japan announced that it would continue to illegally detain Zhan Qixiong. Gangfu Village, Shenhu Town, Jinjiang City, where Captain Zhan Qixiong's family is located, is a typical fishing village. "The Diaoyu Islands are a traditional fishing area. Village fishermen often go there to fish. This is the waters of China. Why can't we fishermen go?" During the days when they were illegally detained by Japan, China fishermen experienced the pain of being separated from their families and were afraid and uneasy every day. Kang Chunming, a fisherman from Xiaogan Town, Hui 'an County, Quanzhou, said: "After our fishing boat was towed to Ishigaki, Japan, we lived on the boat every day. Sitting and sleeping at night, everyone suffered from backache. The water is not clean, and many people still have diarrhea." Regarding Japan's serious violation of China's territorial sovereignty and the human rights of China citizens, the China government immediately expressed a strong protest and demanded that Japan unconditionally release the people and ships. At about 15:00 on the 13th, except Zhan Qixiong, 14 Fujian fishermen illegally arrested by Japan returned to Fuzhou on a chartered plane sent by the Chinese government. They were then arranged to go to the Jinjishan Hot Spring Nursing Home in Fujian Province for recuperation and a comprehensive physical examination. Two days later, the China fishing boat illegally arrested by Japan also safely returned to Jinjiang Shenhu Fishing Port in Quanzhou City, Fujian Province under the escort of China fishery administration law enforcement ships. The Naha District Prosecutor's Office in Okinawa Prefecture, Japan decided on the 24th to release Zhan Qixiong in the form of so-called "reserved punishment."
