The British Consul of Shanghai declares that the customs tax shall be subject to a consular collection system

The rule announced that: British and American businesspeople should go through all customs declaration and tax formalities with the British and American consulates respectively, and all import and export taxes should be paid to the British and American consulates, either in cash or with a 40-day insurance policy. Declares that the British and American consulates levy customs duties on behalf of the Qing government. This is the so-called "consular collection system", which is actually an aggressive system for the British to seize Chinese customs duties. In October, Shanghai Province and Customs Supervisor Wu Jianzhang lodged representations with the British Consul, and the United Kingdom and the United States agreed to cancel the method of consular collection of customs duties from October 24th.
In 1684, the Qing Dynasty opened up sea trade and established four customs offices in Jiangsu, Zhejiang, Fujian and Guangdong. At this point, the Shiwu Department was replaced by the customs... The management power of China's customs began to fall into the hands of outsiders. Later, in the Sino-British "Treaty on the Aftermath of the Charter of Commerce" signed in 1858, it was formally stipulated that "British people should be invited to assist in tax matters" and that "each port should handle them in a uniform manner." This determined the management of China customs administration by outsiders in the form of a treaty and extended this system to other treaty ports.
