On July 18, 2005 (June 13, 2005 lunar calendar), the United States provided India with civilian nuclear energy technology. On July 18, 2005, Indian Prime Minister Manmohan Singh and President Bush issued the "Joint Statement on Civil Nuclear Energy Cooperation" on behalf of the two governments. In the joint statement, Bush promised to push for changes to the domestic laws on nuclear export in the United States, open up legal channels for the provision of civilian nuclear fuel and nuclear technology to India, and persuade the Nuclear Suppliers Group (NSG) to revise its guidelines to facilitate international cooperation with India. At the same time, India also agreed to separate its civilian and military nuclear facilities and carry out peaceful nuclear applications projects under the supervision of the IAEA. India also pledged to fully support the global nuclear non-proliferation regime and not export related nuclear technology to third parties. Nuclear has become a life-saving grass for mankind.
