Forty-four years ago today, on October 7, 1981 (September 10, 1981), the Ministry of Posts and Telecommunications made six decisions to be ready to send mail and telex to Taiwan at any time. On October 7, 1981, Wen Minsheng, Minister of Posts and Telecommunications, said that in order to implement the principles and policies of Taiwan's return to the motherland and peaceful reunification further elaborated by Chairperson Ye Jianying, the Ministry of Posts and Telecommunications made six decisions to be ready to send mail and telex to Taiwan at any time. These six decisions are: 1. Prepare to open a direct postal route from the mainland to Taiwan by sea and air, and implement direct exchange of mail. 2. Prepare to open a direct telecommunications circuit from Beijing to Taipei through satellite at any time. 3. All mail, pouches, and settlement bills that are forwarded to Taiwan from abroad through the mainland will continue to be responsible for forwarding and returning to Taiwan. IV. Taiwan compatriots shall continue to be responsible for locating, delivering and connecting the mail currently sent to the mainland through other channels, as well as the telegrams and telephone calls sent to the mainland. V. Welcoming Taiwan postal and telecommunications colleagues to visit relatives, friends, visit and give lectures in the mainland, and to exchange postal and telecommunications business, technology and postal and telecommunications information. VI. Ready to negotiate with Taiwan's postal and telecommunications departments at any time on matters concerning postal and telecommunications between the mainland and Taiwan. The specific time and place can be negotiated with each other.
