On June 19, 1930, the Central Committee of the Communist Party of China issued the "Central Special Notice-On Organizing Soldiers 'Riots." The notice believes that at the current situation where "one or several provinces win first" is more practical and concrete, the objective conditions for organizing soldier riots are fully ripe, and requires local party organizations to "apply the Marxist art of riot to the strategy of holding mutiny" and organize soldier riots to "achieve the task of establishing the Red Army, establishing political power and agrarian revolution." It also made detailed provisions on the methods of organizing soldier riots, tasks of soldier riots, preparations before the riots, and the work route for organizing soldier riots.
