On September 24, 1962, the Tenth Plenary Session of the Eighth Central Committee of the Communist Party of China was held in Beijing. Mao Zedong presided over the Tenth Plenary Session of the Eighth Central Committee. He once again criticized the so-called "one-man style","overturned verdict style" and "dark style", and put forward the call "never forget class struggle." He also criticized the novel "Liu Zhidan". Mao Zedong said,"Using novels to oppose the Party is a great invention." The meeting decided to establish two review committees to review the so-called "anti-party group" cases of Peng Dehuai and Xi Zhongxun respectively. The meeting made a decision to revoke Huang Kecheng and Tan Zheng's posts as secretaries of the Secretariat, and co-elected Lu Dingyi, Kang Sheng and Luo Ruiqing as secretaries of the Secretariat of the Central Committee. The "Decision on the Planned Exchange of Major Leading Cadres at All Levels" was adopted, and it was also decided to strengthen the work of the Party's supervisory committees at all levels, and co-opted members of the Central Supervisory Commission. The plenary session discussed the international and domestic situation, affirmed the remarkable results achieved in implementing the eight-character policy and strengthening the agricultural front since the Ninth Plenary Session of the CPC Central Committee, decided to further carry out practical adjustment, consolidation, enrichment and improvement work, and discussed and adopted the "Decision on Further Consolidating the Collective Economy of the People's Commune and Developing Agricultural Production" and other documents. The plenary session issued a communiqué. The Communique wrote based on Mao Zedong's point of view: "Throughout the entire historical period of proletarian revolution and proletarian dictatorship, and throughout the entire historical period of the transition from capitalism to communism (this period takes decades or even more), there is a class struggle between the proletariat and the bourgeoisie, and there is a struggle between the two paths of socialism and capitalism.""This class struggle is complex, tortuous, ups and downs, and sometimes even fierce. This class struggle will inevitably be reflected within the party. The pressure of foreign imperialism and the existence of domestic bourgeois influence are the social roots of revisionist thoughts within the party. While fighting class enemies at home and abroad, we must be promptly vigilant and resolutely oppose various opportunistic ideological tendencies within the party." At the meeting, Mao Zedong accepted Liu Shaoqi's suggestion and proposed: Don't relax economic work just by emphasizing class struggle, but put economic work first. The party still focuses its main attention on adjusting the economy.
