95 years ago today, on August 28, 1930 (July 5, 1930, the lunar calendar), a major flood occurred in the Yangtze River Basin. Disaster victims in Yiyang, Hunan Province, waiting for relief, crowded in the porridge factory. In the summer of 1930, heavy rains poured down in the provinces in the middle and lower reaches of the Yangtze River, lasting for more than 20 days. At the same time, flash floods broke out in the upper reaches, causing major floods, turning most of Hunan, Hubei, Jiangxi, Anhui, and Jiangsu provinces into a country and endangering Shanghai. Countless people drowned or starved to death. The National Government appointed Song Ziwen, Vice President of the Executive Yuan, Liu Shangqing, Minister of the Interior, Kong Xiangxi, Minister of Industry, Chairman of the Relief Committee, Xu Shiying, and Zhu Qinglan, a veteran of the Xinhai War who was working in Shanghai, as commissioners to organize the "National Flood Relief Committee." Soong Tse-wen served as chairman and had full authority to handle all disaster relief matters. After Zhu Qinglan started disaster relief matters, he traveled long distances deep into the disaster area. He said: "Disaster relief is like fighting a fire. You cannot delay it a little, otherwise many people can die in a minute. Zhu Qinglan drew up a specific outline for disaster relief work, insisting that all relief funds must be used to the victims, and that other expenses related to loans should be borne by the national government. There are three sources of relief donations: one is allocation from the National Government; the other is the so-called "US-wheat loan"; and the third is non-governmental donations.
