In 1992, the World Meteorological Organization, UNESCO, the United Nations Environment Program and the International Union of Science jointly launched the Global Climate Observing System program, and many countries have successively established domestic coordination agencies. The China Committee for the Global Climate Observing System is composed of leaders and experts from 13 departments including China Meteorological Administration, State Environmental Protection Administration, State Oceanic Administration, and China Academy of Sciences. Wen Kegang, director of the China Meteorological Administration, served as chairman.
