On September 29, 2000 (September 2, 2000 in the lunar calendar), a Danfeng sodium cyanide leak accident occurred in Shaanxi Province. At about 2:50 a.m. on September 29, 2000, Hu Baolin, an individual driver in Danfeng County, Baoji City, Shaanxi Province, transported 5.2 tons of sodium cyanide, a highly toxic substance, by Hubei Province Chemical Plant. When it arrived in Danfeng County, Shaanxi Province, it fell into the Tieyu River. Among them, 5.1 tons of sodium cyanide leaked into the river channel and most of it penetrated into the river bed. After the accident, the State Environmental Protection Administration quickly dispatched environmental supervisors and environmental monitoring experts to the scene of the accident. Due to the rapid action and effective measures, the pollution threat of this accident was basically controlled within 14 kilometers. On December 25, 2001, the Intermediate People's Court of Shangluo District, Shaanxi Province issued a judgment on compensation for environmental pollution damage in the Danjiang case of the "September 29" extraordinary sodium cyanide leak. The Danfeng County government received compensation of 8.6563 million yuan for environmental pollution damage. In July 1999, Hu Baolin and others signed a contract with Sifang Gold Mine in Danfeng County, Shaanxi Province to transport sodium cyanide from Jinniu Company in Zaoyang City, Hubei Province to Sifang Gold Mine. In September 2000, Hu Baolin privately hired Deng Xiaoqi, who was not qualified to transport dangerous goods, to transport sodium cyanide. Zhang Guojing, deputy manager in charge of sales of Jinniu Company, illegally approved the delivery of 10.33 tons of sodium cyanide to the other party. The car rolled over during transportation, causing a major pollution accident and direct economic losses of 11.88 million yuan. After the accident, it attracted widespread attention from society. Hu Baolin, Deng Xiaoqi, Zhang Guojing and Yang Pinsheng were sentenced to fixed-term imprisonment. At the same time, the People's Government of Danfeng County filed a civil lawsuit with the court. The People's Government of Danfeng County claimed that the "September 29" catastrophic sodium cyanide leak accident caused great economic losses to Danfeng County. On August 10, 2001, the Shangluo District Intermediate People's Court issued a first-instance judgment and ordered three people, including Jinniu Company, Sifang Gold Mine and Hu Baolin, to jointly compensate for economic losses.
