On this day, 105 years ago, on November 23, 1920 (October 14, 1920, the Soviet Union concession decree was promulgated. On November 23, 1920, the People's Committee issued the "Concession System Decree of the People's Committee of the Russian Soviet Federal Socialist Republic" in accordance with Lenin's instructions, stipulating that some enterprises, mines, forests, etc. that the state is temporarily unable to operate or develop should be leased to foreign capitalists under certain conditions, and the lessee enjoys considerable preferential treatment. Subsequently, the People's Committee formulated 10 basic principles for concluding concession contracts to protect the labor of Soviet citizens in concession enterprises. After the promulgation of the decree, many capitalist countries or groups submitted lease applications to Soviet Russia. The concession policy has not developed much in the more than 10 years since it was implemented in Soviet Russia. Only 135 concession contracts have been signed, and the lessee's total investment is 48 million gold rubles. In 1938, the Soviet Union abolished the concession system.
