In order to promote the healthy development of trade in new energy vehicles, in accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs and Market Supervision decided to implement the management of export licenses for pure electric passenger vehicles.

1. Export license management shall be implemented for other manned vehicles with vehicle identification code (VIN code) whose goods name is only equipped with driving motor (refer to customs commodity number 8703801090).

2, enterprise conditions, management methods, declaration procedures, export license application and issuance of export qualifications, etc., in accordance with the relevant provisions of the Ministry of Commerce, Ministry of Industry and Information Technology, the General Administration of Customs, the General Administration of Quality Inspection, the former National Accreditation and Supervision Commission "On Further Regulation of the Export Order of Automobile and Motorcycle Products Notification" (Commercial issue [2012] No. 318), customs inspection of the export of pure electric passenger vehicles is guided by the current effective import and export catalogue of goods must be carried out inspection.

3. This announcement will be officially implemented from January 1, 2026.
