On September 25, local time, Iraqi Prime Minister Sudani issued a statement on his social media account saying that a ¡°historic agreement¡± had been reached.Baghdad¡¯s central government¡¯s Ministry of Petroleum will receive crude oil from oil fields produced in the Kurdish Autonomous Region and export through pipelines between Iraq and Turkey.¡£

The Iraqi central government had previously claimed compensation for the Turkish government's import of oil from the Iraqi Kurdistan government without the authorization of the Iraqi government between 2014 and 2018. In March 2023, oil transportation between Turkey and the Iraqi Kurdistan government was suspended. Iraqi government officials have repeatedly revealed from 2024 to 2025 that they will resume oil exports from the Iraqi Kurdish region, but the export plan has been postponed due to multiple factors such as frequent drone attacks on oil fields in the Kurdish region.

The Iraqi central government has always asked the autonomous government of the reservoir area to hand over the control of exporting crude oil from the reservoir area to the central government, believing that the independent export of the reservoir area will cause damage to the central fiscal revenue, because Iraq has to reduce the output of other oil fields in order to meet the quota requirements of the Organization of the Petroleum Exporting Countries (OPEC).
