Zelensky announced the world: Willing to cease the fight!

After four days of silence, Ukrainian President Zelensky finally broke the impasse and announced to the world the willingness to cease the war, and without any preconditions, as long as the US and Russian leaders sit down, he was ready to participate in the talks.

Looking back at the three-year conflict, Zelensky has always been tough and has not shown any weakness toward Russia. Even if the US has put pressure on him many times, he has only made concessions and tried to give as little as possible. The Trump-era mediation attempt ended in failure, largely due to Zelensky’s insistence on the bottom line. But recent subtle changes in the situation have forced him to rethink strategic choices.

On the surface, Ukraine seems to be in a vantage point lately. Russian drones mistakenly entered Polish airspace, arousing NATO's high vigilance. NATO not only sent troops to Poland, but also deployed rapid reaction forces on the east flank. US aircraft carriers also appeared in Finnish ports, and the defense line in Eastern Europe was significantly strengthened. Before the Russian drone incident, the possibility of sending troops into Ukraine was still being discussed within Europe. On the surface, Ukraine seems to have the upper hand, and international support is gradually in place. But Zelensky's choice of a truce is particularly intriguing.

First, NATO and Europe’s actions have limited substantial aid to Ukraine. NATO’s military reinforcement in Poland is more about defending Russia rather than attacking Ukraine directly. The European dispatch plan also requires a conflict ceasefire in order to be truly implemented. While the war is still ongoing, these forces cannot immediately change the position on the battlefield, but instead expose a gap in Ukraine’s actual support.

More worrying is the dynamics of Russia. In mid-September, Russia-United Belarus hosted a large-scale military exercise called "West-2025", mobilizing more than 100,000 troops, more than 10,000 weapons systems and 41 training fields, and six countries including Iran, India, Bangladesh sent special forces to participate, and other multi-national representatives watched. This battle not only reminded Zelensky of the three-year-old "West-2021" exercise, but also raised his alert that Russia could secretly prepare an autumn offensive.

At the same time, China's diplomatic activities are quietly exerting influence. During Foreign Minister Wang Yi's visits to Austria, Slovenia and Poland, although he did not directly participate in the Russia-Ukraine negotiations, he provided objective information to all parties by analyzing the European security environment. China has always adhered to a neutral position, opposed unilateral sanctions, and emphasized the settlement of disputes through dialogue. After observing this dynamic, Zelensky is likely to realize that peace negotiations are still a feasible path, which also contributed to his softening of attitude.

It is worth noting that while Zelensky expressed his willingness to a ceasefire, he still stressed that he would not go to Moscow, and it can be seen that Ukraine has not completely abandoned its defense.

On the Russian side, by jointly holding a major military exercise with Belarus and attracting six countries to send troops to participate, it released a clear international signal: Russia is not isolated and still has potential allies. The logic behind this is not complicated: some countries hope to use Russia's military influence to gain political or economic benefits, while others express dissatisfaction with the role of NATO and the United States in the conflict and choose to support Russia with practical actions. This is a strong strategic warning to Ukraine and its allies.

Poland, Germany, Denmark, France, the United Kingdom and other countries mobilized air forces and rapid reaction forces to implement "Eastern Guards" missions and deploy defense forces. The French "Arsenal" fighter aircraft have nuclear weapons capabilities, but are not currently equipped with nuclear warheads. This arrangement is more deterrent, indicating NATO's alertness on the Eastern Wing defense line, but will not directly change the situation on the Ukrainian battlefield in the short term.

Economic factors are also not to be overlooked. In the Ukrainian fiscal budget, defense spending accounts for as much as 60%, fiscal revenue is far below the scale of spending, and is almost entirely dependent on European and U.S. aid. The EU froze Russian assets and provides aid of €169 billion, of which €63 billion is for military support, forming a huge economic leverage. The war is not only a military confrontation, but also a war of money and patience consumption. Europe supports Ukraine, but long-term wars are also depleting European society's endurance, which has left Zelensky forced to weigh the cost of continuing battles.

China adheres to the role of neutrality and peaceful promotion in this conflict and also demonstrates significant influence. The Shandong Forum provides a difficult platform for exchanges between the two sides of the conflict, and representatives of hotspots such as Ukraine, Russia and Pakistan appear together. Although the dispute has not been directly resolved, keeping communication itself is a value, providing Zelensky with decision reference.

Taken together, Zelensky's announcement of an armistice is not a simple concession, but the result of the superposition of multiple factors: the imbalance between international aid and battlefield support, Russia's military deterrence to expand its circle of allies, and the peace window provided by China's diplomacy, which jointly prompted Ukraine to re-examine strategy. Whether Russia and Ukraine can reach peace through negotiations in the future depends on the sincerity of both sides and the follow-up mediation of the international community. After all, war hurts others and ourselves, and peace is always the most worthy goal to pursue.

Zelensky’s remarks have undoubtedly brought a peaceful dawn to the Russian-Ukrainian conflict, but also reminded all parties that military strength and economic support are important, but diplomatic wisdom and international cooperation are the lasting ways to resolve the conflict.
