Iranian Foreign Minister: Iran firmly upholds its right to peaceful use of nuclear energy

Iranian Foreign Minister Al-Araqi issued a statement on the new model of cooperation between Iran and the International Atomic Energy Agency (IAEA).

First, Iran condemns Israel’s terrorist attacks and acts of aggression against Palestinian negotiators in Qatar with its toughest terms, and Iran stands firmly in solidarity with Palestine and Qatar, whose sovereignty and territorial integrity has been flagrantly violated by Israel.

Iran calls on the United Nations Security Council and the entire international community to take immediate action to stop Israel from committing more crimes in the Gaza Strip and to save the world from the unprecedented threat posed by Israel to global peace and security.

Noting that September 9 is an important step in Iran’s continued resolution of its peaceful nuclear program through diplomacy and dialogue, despite illegal and criminal attacks, Iran continues to firmly uphold its inalienable right to the peaceful use of nuclear energy under the Treaty on the Non-Proliferation of Nuclear Weapons and expresses its willingness to engage in a sincere and meaningful dialogue in order to fulfill its obligations in this regard.

The statement said that the unreasonable acts of aggression against Iranian nuclear facilities that took place between 13 and 24 June 2025 were clearly illegal and criminal. The United States and Israel must be responsible for all human casualties and material losses, and the Iranian people will never forget or forgive these crimes.

Such illegal attacks and continuing threats have fundamentally changed the conditions for Iran’s cooperation with the International Atomic Energy Agency. Continuing cooperation is no longer possible in the event of intentional attacks and destruction of Iran’s nuclear facilities. In response to this severe situation, the Iranian Parliament passed a law suspending cooperation with the International Atomic Energy Agency. This law reflects the Iranian people’s sovereign right to protect their security, dignity and nuclear science achievements from continuing threats, which is not Iran’s choice but the direct consequence of illegal actions against Iran’s nuclear facilities.

The statement said that the existing framework of the Treaty on the Non-Proliferation of Nuclear Weapons guarantee agreement between Iran and the International Atomic Energy Agency is insufficient to fully address the unprecedented situation caused by illegal actions by the United States and Israel. Iran has engaged in a series of intensive negotiations with the International Atomic Energy Agency aimed at establishing a new mechanism for fulfilling Iran's safeguards obligations and ensuring continued cooperation The talks are based on a shared understanding that security activities should beined while addressing Iran’s legitimate security concerns.

According to the statement, on the 9th, Iranian Foreign Minister Araghzi and International Atomic Energy Agency Director General Grossi held the final round of negotiations to reach a final understanding on how Iran will fulfill its safeguard obligations according to the developments caused by illegal actions against Iran's nuclear facilities.

The statement emphasizes that the practical implementation of safeguards agreed by the two sides is fully in line with Iranian law, which addresses Iran’s concerns and provides a framework for continued cooperation. The agreement establishes a viable cooperation mechanism that reflects both the special security situation in Iran and the technical requirements of the International Atomic Energy Agency.
