This regulation, which will be implemented from October 1, applies to all citizens of Phnom Penh, in addition to stipulating free time to use mobile phones and other devices not more than two hours a day, also require that primary school students and preschool children do not use mobile phones and other devices after 9 o'clock in the evening, and minors up to the age of 18 use mobile phones and other devices not more than late 10 o'clock.

The regulations point out that parents should consciously take the first responsibility of protecting their children from excessive use of mobile phones, and should formulate family rules on the use of mobile phones.

However, the regulations are not coercive and do not set penalties.

A statement issued by Fengming City on the 22nd in conjunction with the regulations pointed out that the biggest purpose of the regulations is to ensure the sleep time of citizens; The limit of two hours does not include the time when you need to use your mobile phone for work, study, commuting, etc.
