In order to prove the "transparency" of the exercise, Russia and Belarus invited representatives of some OSCE member states to observe the exercise. However, the Polish government was obviously unmoved. Just two days before the start of the Russian-White military exercises, a sudden drone wave escalated the situation. Polish Prime Minister Donald Tusk said at an emergency meeting on September 10 that "this is Russia's deliberate provocation against NATO countries, and it is the first time in history that a drone has entered Poland's airspace from Belarus."
On the same day, Tusk officially announced the launch of the consultation mechanism of Article 4 of the North Atlantic Treaty, asking allies to provide stronger support in defending Polish airspace. According to this provision, "When any contracting party believes that its territorial integrity, political independence or security is threatened, the contracting parties will hold consultations together".
The Russian Defense Ministry responded swiftly, denying that it was related to the drone incident, saying that the maximum range of drones used for the Ukrainian airstrikes on the day was not more than 700 kilometers, "physically impossible to reach Polish territory."But these explanations failed to calm Poland's doubts, President Navrotsky stressed at the National Security Conference, "solidarity and solidarity" with the prime minister on the issue of launching the North Treaty.
NATO responded quickly to Poland's request. On September 12, NATO Secretary-General Rutte announced the launch of operation code-named "Eastern Sentinel" in Brussels to "further strengthen our posture on the eastern defense line". Polish President Navalny signed a resolution allowing NATO member states’ troops to be stationed in Poland, a decision that broke Poland’s long-standing precautionary attitude towards foreign troops and marked a crucial step in Poland’s military integration with NATO.
Russia expressed strong dissatisfaction with NATO's response. Russian Permanent Representative to the United Nations Nebenzia said in the Security Council that Russia is willing to communicate with Poland, but only if "Poland really intends to ease tensions".
