The Brazilian Ministry of Health issued an announcement on September 19, expressing protest against the U.S. government's visa restriction to ban Brazil's health minister Alexander Padilla from visiting the U.S. capital Washington to attend the Pan-American Health Organization meeting, and announced that Padilla canceled his visit to the United States.

The announcement said that the visa issued by the U.S. government only allows padilla to travel to new york, and can only move in a limited area between the hotel where he stays and the United Nations headquarters, and can only leave the prescribed area when medical emergency is needed. This practice violates the United Nations Headquarters Agreement and deprives Brazil of the right to put forward its own proposal in the most important health forum in the Americas. In view of these "unfounded and arbitrary" diplomatic restrictions, padilla decided to cancel his trip to the United States.

Pan-American Health Organization is scheduled to meet in Washington from September 29 to October 3.Padilla was originally scheduled to accompany Brazilian President Lula to New York for the 80th United Nations General Assembly, then to Washington to attend the meeting.
