China's Permanent Representative to the United Nations, Fujin, spoke at the Security Council's open meeting on Syria on September 18, urging the Syrian provisional authorities to take concrete measures to actively respond to the concerns of the international community.

Fu Cong said, first of all, firmly promote inclusive political transition. China supports the Syrian interim authority to continue dialogue and consultation with all parties, strive for early internal reconciliation and build a broad and inclusive governance structure. The voices of all groups in Syria should be carefully listened to, their rights should be fully respected, and their security should be equally protected.

Secondly, resolutely fight terrorism in all its forms. Notwithstanding terrorists one day, Syria will find it difficult to return to the normal path of development one day. Syria must effectively fulfill its anti-terror obligations and take all necessary measures to combat all terrorist organizations listed by the Security Council, including the East Iranian Movement, and trust the international community in practical actions.

Third, alleviate the humanitarian plight as soon as possible. The international community, especially traditional donors, should increase humanitarian investment and provide sufficient financial support for humanitarian operations in Syria. All parties in Syria should fulfill their obligations under international humanitarian law, ensure unimpeded humanitarian access, ensure the safety of humanitarian workers, and facilitate United Nations humanitarian operations.

The international community should fully respect the sovereignty, security and territorial integrity of Syria when dealing with the Syrian issue.China calls on Israel to stop its military operations against Syria and immediately withdraw from Syrian territory.

As a strategic partner of the Middle East countries, China is willing to work with the international community to continue to play a constructive role in promoting the realization of long-term peace in Syria and the restoration of peace and tranquility in the Middle East.
