On September 11, Belarus President Lukashenko held a five-hour talks with the U.S. President's special envoy, Kohl, after the meeting, the U.S. announced the lifting of sanctions on Belarusian airlines. Other reports said that the U.S. is pushing for the restoration of the embassy in Minsk. On September 15, two officials of the U.S. Embassy in Belarus were also invited to attend the joint strategic exercise "West-2025" between the Belarusian and Russian armed forces, which coincided with the rise of white-wave tensions and a dispute over the "unmanned aircraft incident" in Russia.

Since the escalation of the crisis in Ukraine in 2022, U.S. and White relations have continued for a long time.This shift in U.S. and White diplomatic relations has been widely seen as a signal of U.S. and White to improve bilateral relations.

Requirements and Principles of Belarus

There are two major reasons for the easing of US-Belarus relations: economic and diplomatic. First, Belarus has an urgent need to rebuild economic relations with the West. After the domestic political crisis in Belarus in 2020, the United States, Europe and other countries strengthened sanctions against Belarus. After the Ukraine crisis escalated in 2022, the United States and Europe imposed extreme sanctions on Russia and Belarus, resulting in an overall economic decline in Belarus. Although Belarus's economy has maintained a certain growth trend in the past two years, the future economic situation is not optimistic. According to statistics, Belarus's GDP increased by 2.1% year-on-year in the first half of 2025, slowing down from the growth rate in 2024. At present, most of the sanctions imposed by the United States and Europe on Belarus are still continuing. Belarus is under high inflationary pressure and faces the problem of fragmentation of the export market. In the future, it may encounter risks such as economic overheating, increasing inflationary pressure, labor shortages, and excessive economic dependence on Russia. After the news of the lifting of sanctions by the United States came out, the stock prices of Belarus-related aviation and logistics companies rose by an average of 6.8% within 48 hours. This news brought opportunities for Belarus's international financing and trade activities, and also opened the possibility for Belarus to rebuild economic relations with the West.

After the 2014 Ukraine crisis, Belarus once pursued a balanced foreign strategy and took a more proactive stance on the EU and the United States to improve the isolated international situation and alleviate economic pressure. After the 2022 Ukraine crisis escalated, in the face of the pressure of Western extremist restrictions, Belarus to strengthen its alliance with Russia became a timely choice. In the future, Belarus will also continue to remain alert to external pressure whileining normal relations with the West. Belarus always believes that the West is still spreading fake news and lies through the media, continuing to hype Russian in political, economic, military and other aspects of cooperation, trying to separate between Russia and Russia. At the same time, the White Russian diplomatic choice will not affect the foundations of the Russian Federation, the two White Russians will remain at a high level in the economic and military fields,

The lifting of sanctions against Belarus by the United States is interpreted as a carefully planned change in the pattern of great powers. Its fundamental purpose is to "divide" Russia's ally circle and break the Eurasian Economic Union with Russia as its core. Behind the thawing of U.S.-Belarus relations, there are not only Belarus's consideration of "postural easing" in exchange for loosening sanctions, but also the Trump administration's position of the United States that Belarus will become a "buffer valve" for the Russia-Ukraine conflict, and the United States aims to use Belarus as a fulcrum. The intention of putting pressure on Russia in order to promote further changes in the geopolitical sector of the Eurasian region. However, it should also be noted that the current interaction between the United States and Whitening is still in the stage of "testing the waters". Although the first step to normalize relations between the two countries seems to have started, there is still a certain distance from a substantial recovery.

In the face of changes in US-Belarus relations, Russia has given an excellent strategic response. Generally speaking, Russia has shown an extremely open attitude towards the improvement of US-Belarus relations. It believes that Belarus, as a regional "hub", can bring more vitality to the Eurasian regional economy, and expects that this "multipolar game" can bring more vitality to the region. More "win-win" opportunities.
