The 11th ASEAN-China, Japan and South Korea "10 +3" Media Cooperation Seminar was held in Kunming on the afternoon of September 17th. The theme of the seminar was "Interconnection, Co-construction and Win-Win". Thirteen mainstream media representatives from different countries delivered speeches or made keynote speeches on this theme, and many media guests exchanged dialogues on topics such as "creating new kinetic energy and sharing new opportunities". Pan Wenxiong, deputy editor-in-chief of Vietnam People's Daily, delivered a speech at the seminar. The following is the full text of the speech:

Dear leaders of the People's Daily, representatives of media institutions from ASEAN, China, Japan and South Korea, and expert scholars, hello everyone!

On behalf of the People's Daily leadership, I am honoured to attend the 11th ASEAN and China-Japan Korea "10+3" Media Cooperation Seminar and speak. First, I thank People's Daily for the careful arrangements on the content, agenda and logistical reception of the meeting, and sincerely greet the guests and colleagues of the participating countries. I look forward to the successful success of this seminar and provide a more diverse perspective for promoting regional and global development connections, especially on media in promoting regional development connections, gathering people's minds, fostering social consensus, and promoting East Asian cooperation to become a highlight of global cooperation.

The world today is undergoing profound and complex changes, peace, development and cooperation are mainstream, but also facing economic trade and technology competition, local wars, religious conflicts, territorial disputes, and non-traditional security threats such as environmental pollution, natural disasters, epidemics, climate change, transnational crime.

East Asia has the most dynamic economies in the world, such as ASEAN, China, Japan and South Korea. We are pleased to see that initiatives, mechanisms and agreements to strengthen connectivity and development linkage are playing an important role. The Regional Comprehensive Economic Partnership Agreement, signed in Hanoi on November 15, 2020 and came into effect in January 2022, has promoted the growth of economic and trade exchanges and built one of the world's leading free trade zones.

Recently, China and ASEAN 10 countries have fully completed the China-ASEAN Free Trade Zone 3.0 negotiations, marking breakthroughs in economic and trade relations in new areas such as the digital economy, the green economy, the supply chain, and are committed to building a comprehensive, modern and mutually beneficial agreement, and deepening regional economic integration.

Vietnam adheres to an independent, autonomous, comprehensive and diverse foreign policy and is a trusted friend, partner and responsible member of the international community. Vietnam actively participates in regional and global development cooperation in line with its capabilities and needs. Within ASEAN, Vietnam actively participates in the construction of the three pillars of political security, economic and social culture, as well as the "10+3" cooperation and sub-regional mechanisms such as Lanzhou-Mexico River cooperation. The two countries are strengthening the joint construction of the "One Belt, One Road" initiative and the "Two Corrents, One Circle" strategy to promote China-Vietnam railway connectivity, promote economic and trade cooperation, cultural tourism exchanges and civil exchanges.

Strengthening connectivity requires not only to focus on infrastructure "hardware" connectivity, but also to play the role of "software" connectivity, including enhancing awareness, consolidating consensus, connecting people, and building a social foundation for cooperation.Strengthening media propaganda cooperation, especially mainstream media cooperation at the bilateral and multilateral level, is crucial for the transmission of accurate objective information, play the role of bridge friendship, and create public opinion and networking environment that favors the development of cooperation.

The People's Daily, as the Central Organs of the Communist Party of Vietnam, is the voice of the Vietnamese Party and the country and the people, is the largest and most influential mainstream media in Vietnam. In recent years, the newspaper has played out the advantages of multi-paper and multi-language electronic newspapers, attached importance to promoting regional and global interconnectivity and development, and actively promoted cooperation with global authoritative media, exchanging experiences and news products, learning innovative ways of dissemination.

Through this forum, People's Daily is willing to deepen relations with regional and global new and old partner media organizations, and jointly build an efficient "software infrastructure" for effective regional and global interconnection and development linkage.
