“To Jointly Establish an International Counter-Fraud Alliance”, China’s Initiative

On September 18, the Global Forum for Cooperation in Public Safety (GPA) held the 2025 Conference on Combating the Situation of Transnational Crime and Countermeasures in Jiangsu Province, Jiangsu, Hong Kong.Heads and representatives of police departments from 30 countries and regions, officials of international organizations such as Interpol, the United Nations Office on Drugs and Crime, and the Lancang-Mekong Comprehensive Law Enforcement Security Cooperation Center, as well as police representatives, experts and scholars of Chinese public security organs and public security colleges attended the meeting.The sub-forum is hosted by China Criminal Police Academy.

The theme of this sub-forum is "to work together to combat transnational crime and jointly safeguard global public security".The relevant officials of the Ministry of Public Security of China introduced the positive progress made by the Chinese side in combating transnational telecommunications network fraud, especially under the guidance of the concept of building a community of human destiny.In recent years, China has carried out law enforcement and security cooperation with Spain, the United Arab Emirates, Myanmar, Indonesia, the Philippines, Laos, Thailand, Cambodia and other countries, with a total of 680,000 overseas fraud suspects successfully settled.The Chinese side pointed out that the current criminal structure has undergone major changes, traditional crimes have accelerated their spread and mutation to the Internet, and new crimes represented by telecommunication network fraud have become a world public hazard and a global crackdown and governance problem. Law enforcement agencies of various countries should further strengthen international law enforcement cooperation, improve the cooperation mechanism in handling cases, and improve the global crackdown and governance system.China proposes relevant countries and regions to jointly establish an international anti-fraud allianceTo promote all parties and the international community to work together to tackle the issue of telecommunications network fraud and crime governance, to deepen the integration of ideas, to realize exchanges and cooperation at a higher level, to promote prevention and governance at a broader level, and to build a new global counter-governance pattern for telecommunications network fraud and crime with mutual coordination and universal participation.

During the sub-forum, the participants fully exchanged the status quo, experience and initiatives to combat transnational crime, especially on the "global telecommunications network fraud crime situation", "telecommunications network fraud crime prevention measures", "deepening international law enforcement security cooperation, jointly combating transnational crime" and "establishing an international telecommunications network fraud alliance".
