On September 17, the UN Security Council unanimously adopted Resolution 2792 on the follow-up mechanism for disappeared persons in Iraq and Kuwait after the Gulf War. The resolution requested that UN Secretary-General Guterres appoint a High Representative to focus on promoting, supporting and coordinating work on “the return or return of all Kuwait and third-country nationals or their remains, and the return of Kuwait property including national archives.” Given that the United Nations Aid Mission for Iraq will close by the end of 2025, the follow-up mechanism established by the resolution will clearly continue to promote relevant progress under the leadership of the United Nations, balancing the position of Kuwait’s demands for continued Security Council supervision with the tendency for bilateral settlement in Iraq. In an explanatory speech after the vote, China's Deputy Permanent Representative to the UN said that China welcomed the UN Security Council's unanimous adoption of Resolution 2792 and expressed appreciation for the efforts made by the UK. He noted that the disappearance of people and property in Kuwait is a legacy issue of the Gulf War. Over the years, Iraq and Kuwait have actively cooperated with the Committee of the Red Cross to establish a tripartite committee to advance the search and remarkable results. The Security Council in 2013 authorized the United Nations Aid Mission to support this, and in the event that the aid group will withdraw at the end of this year, it is the general expectation of all parties. China's Deputy Permanent Representative to the UNResolution 2792 adopted today adopted the recommendations of the Secretary-General, fully listened to the views of both parties and made arrangements to continue to push for the solution of related issues. We expect both parties to maintain the momentum of contact and continue to cooperate on the principle of mutual respect and friendly consultation to promote the rapid and successful resolution of the missing people and property issues in Kuwait.
