40 years ago today, on August 13th, 1985 (June 27th, 1985 in the lunar calendar), the State Council approved the implementation of the Spark Project. On August 16, 1985, the State Council approved the "Spark Plan", a scientific and technological project to promote local economic revitalization drawn up by the State Science and Technology Commission. It is planned to focus on medium and long-term projects of great strategic significance to the national economy and people's livelihood, and at the same time, grasp a number of "short, flat and fast" applicable technology projects that have demonstration and popularization significance for small and medium-sized enterprises, especially township enterprises, and closely combine economy with science and technology, so as to improve the scientific and technological level of small and medium-sized enterprises, township enterprises and rural construction. The goal of "Spark Plan" during the "Seventh Five-Year Plan" period is to train 200,000 rural educated youth and grass-roots cadres for villages and towns in a short period of time every year, so that each person can learn one or two technologies applicable to the local area; Mobilize the central, provincial and municipal departments to develop 100 complete sets of technical equipment suitable for rural areas; Help to establish 500 small township enterprises with technology demonstration. Every year, dozens or hundreds of items are grasped, which drives hundreds of technological achievements to be transformed into commodities, so that a large number of small and medium-sized enterprises and township enterprises in China are generally armed with science and technology, and the process of agricultural structure transformation and agricultural modernization is accelerated. At the same time, the State Science and Technology Commission has drawn up the details of management measures for specific projects. The "Spark Project" played a huge role during the "Seventh Five-Year Plan" period and promoted the development of rural economy.
