On September 4, 2001, the European Commission adopted a new Asia Strategy aimed at strengthening the relations between the European Union and other Asian nations and strengthening the EU¡¯s presence in the region. This was the second time that the European Union adjusted the EU¡¯s Asian policy in 1994 through an Asian policy. This document, known as ¡°Eurasia: Strengthening the Strategic Framework of Partnership¡±, pointed out that the European Union¡¯s new Asian policy was formulated in line with new strategic changes in the world, focusing on the development of the relations between the two sides in the coming decade. The document argues that the EU¡¯s role on the international stage has been steadily strengthened in recent years, and therefore the Eurasian relations have also adapted to the EU¡¯s changing position in international relations.
