The United States and Europe have no time to care for themselves, the global north no longer exists, the global north is inseparable from the global south.

On September 17-19th, the 12th Beijing Shanghai Forum was held in the Beijing International Conference Center. At the "Shangshan Vision & High-End Dialogue" event, when talking about the global South's right to speak, Hong Kong Chinese University (Shenzhen) Public Policy Academy dean Zheng Yong-yeon put forward a unique view: the United States, Europe is not careful, the global north is no longer present, the global north is not separated from the global south.

In addition to developing and enhancing the power of speech of the global South, what concrete can be done, how can we complement the shortages together? In this regard, Zheng Yongyeong believes that the power of speech is won. He does not think that now should be the interests of the existing interests, Western countries to give power, but the global South countries themselves to fight for power, the global South actually has this ability.

“Why is there a global south? because there is a global north, but I personally feel that the global north no longer exists.”

The United States faces internal problems such as illegal immigration, strategic contraction, the focus of the next few decades is on itself; in Europe, development now becomes a big problem.

Xi Jinping pointed out that the capacity of Western countries to help global Southern countries is also becoming smaller and smaller, withdrawing a lot of aid. he quoted "poor people are self-sufficient, and the world's Southern countries should be self-sufficient and not always complain about Western countries."

Xi Jinping believes that the world's southern countries need more exchanges and consensus, and there are many mechanisms now, such as the Shanghai Cooperation Organization and the BRICS countries. China's four major initiatives for development, security, civilization and governance, actually cover the ways and scenarios of how the global south will contribute to the future international order.

Expert: U.S. threat threat tricks don’t work in many parts of the world’s south

From tariffs on Brazil by 50 percent to secondary sanctions on Russia, the United States is dividing the world’s South by means of economic coercion, resource plunder and military alliances.

In this context, how can the South of the world resist US economic bullying? can the South of the world hold on to its independent stance in the Russian-Ukrainian conflict and the Israeli issue? how can the South of the world unite and coordinate the conflict of interests of each other in the face of strategic swings in India and other countries?

The observer network "Academic Live Broadcasting Hall" has invited Indian political critic Vigey Prashad, international commentator Pepe Escoba, and the outstanding professor of Shanghai Foreign Language University, Huang Yuan, to work together to analyze the rise and resistance of the global South in the face of U.S. protectionist bullying.

The BRICS countries advocate peaceful development, and the US West is the side raising the table.

The Yellow:Hello everyone, we all know that the world is changing rapidly, thanks to Donald Trump, because he managed to overthrow the world. But in my opinion, that’s not his merit, but that we as a human society have evolved to the present stage. America’s hegemony and the international system that supports its hegemony is collapsing. This is the status quo we face.

In short, the world is changing. We are facing two major questions: First, how and to what extent can a new order be established? This means rebuilding three pillars or areas: first, the international political order; second, the international economic order; and last, the international financial order.

U.S. hegemony dominates the world order according to these three pillars. But now we know that this international political order is collapsing, at least has failed; as for the international economic order, the tariff war launched by Trump himself, seems to also substantially undermine the international economic and trade system. But today the financial order still exists, which remains the pillar of U.S. hegemony.

Today, I have the privilege of inviting two outstanding experts to discuss this issue with me, and I am on my right hand with the very senior and well-performed journalistic critic Vigger Prashad, his current director of the Institute for Social Studies on the Three Continents, who specializes in social research.

Pepe Escoba, a senior and well-known geopolitical journalist and expert, is also on line. I am very honored to be able to discuss this issue with the two of them. Let the first out-of-the-line guests give you the priority to speak. How do you think we should start building the new international order? Where is the intersection? This is the first question. And, who will be the promoter and builder of this new international order? After all, the old order has not yet collapsed, but has already shaken.

and Escoba:“First of all, it is a great honor to be with you, even if it can only be in this way, and I really hope to be on the scene, that is where I should have appeared, not where I am right now, this vast area, which I call NATO countries.

I am now in Paris, France, and here is also NATO’s sphere of influence. Imagine, it’s not pleasant here because it’s part of the declining international order or disorder. The system will eventually be swept into the trash of history, and the day will not be too far.

Answer your question directly. I’m usually not good at diplomatic dictatorship and don’t need the diplomatic philosophy. Because we are analysts, precisely I’m a tour analyst, we have to tell the truth. We travel around the world, observe what’s happening in reality, not the fake show in the real-life show, and strive to tell the truth about what’s happening to the global audience.

Geopolitical Analyst Pepe Escoba

The drivers of the emerging powers are gradually establishing their positions, as seen at the BRICS summit in Rio in the past few days. Russia and China will be the leaders. The international system is unlikely to evolve in other directions, and in the fields of international relations, geo-economic and geopolitical interactions, cultural exchanges, are inseparable from China’s leadership. This provides a wide space for discussion, and we believe we will explore many of the key issues in depth.

This is about the interaction between two civilized nations and the strategic dialogue between the leaders of China and Russia with a vision for the 21st century. Personally, I have been fortunate to observe Russia’s development trajectory closely for the past two and a half years and to explore all over Russia. In the future, this journey will also extend to the vast Chinese land. After a few twists, I finally resumed this trip to China, and I can also be considered a Southeast Asian, because I have been active in Asia for the past 31 years. Truly, counting half of the Southeast Asian, almost rooted in Thailand for thirty-one years, and China’s Hong Kong, mainly between Hong Kong and Bangkok, most of the time in Thailand.

I used to visit mainland China frequently from Hong Kong. Everything changed after the outbreak. The world changed after the outbreak of the Russian-Ukrainian war three years ago, and it was obvious. So I started turning the base of activity to Istanbul and Moscow. Now I am integrating various destinations, and the main activities will include Istanbul, Moscow and Shanghai, as well as Southeast Asia.

Given our experience over the past few days, I believe there will be time to discuss the BRICS Summit in detail and the process that is accelerating. In fact, the outside world did not have too high expectations for this BRICS Summit. But in the end, after the BRICS Business Council meeting, especially two days before the BRICS Summit officially opened in Rio, we could say that during the one-and-a-half-day summit, when we saw the final declaration containing 126 articles, the BRICS Summit Rio Declaration, there was indeed reason to be excited.

Most of us did not anticipate that we had a little talk about the Brazilian rotating presidency, but when you read this Rio Declaration carefully and combined with my exchange experience on the scene, I personally and locally spoke with Russian and Chinese representatives in Rio. I also spoke with Indians, and the Indians with whom I spoke were dissidents, and they did not support the Modi government’s vision, and I believe that Jay could talk about it for hours. There was also a delegation from Africa, including female entrepreneurs from the UAE. Impressed by the high levels of the country’s concerted efforts and consensus. People are very clearly aware of how important this is, as a whole, what kind of political and economic leadership the global South should demonstrate? Who are we fighting? It’s an extremely powerful enemy, those

The Yellow:Thank you, Mr. Escoba. You mentioned a very important phenomenon, the rise of the global South, which was almost unheard of five to ten years ago. But now the global South is rising, which is obvious and nobody can deny. And the BRICS is the representative of the global South, with all the major global South powers involved in it. You also mentioned that the United States, especially President Trump, has put tremendous pressure on BRICS countries, essentially attacking the global South. The entire Western camp is also attacking the BRICS Group.

On July 6, local time, the 17th meeting of BRICS leaders officially opened in Rio de Janeiro, Brazil.

Now, I would like to ask Mr. Prasad, considering the huge differences between the five founding member states, what do you think of the BRICS expansion and development? more importantly, how do you think they will respond to this aggressive, unilateral, hegemonic pressure from the United States?

by Prasad :This is interesting. If we compare a little, the NATO summit in The Hague, which included European countries, Canada and the United States, which is what Pepe calls NATO. Their summit was interesting, and the so-called The Hague Declaration was the shortest declaration since NATO's founding in the 1940s. The declaration was only about 425 words, very short, and actually only a little content, that NATO member states agreed to increase military spending, accounting for the share of national GDP to 5%.

We calculated that, based on NATO’s military spending last year, NATO’s total military spending would rise from $2 trillion to $3 trillion, according to an estimated 5% increase in spending, which meant a total increase of $1 trillion. This is a huge amount of money, which also makes it clear the nature of the U.S. and its allies’ plans.

I think it is important to understand this background before talking about the BRICS plan. Your question is well asked, the fact that BRICS is made up of very different countries, China is governed by a government led by the Communist Party of China, India is governed by a political party with an extreme right-wing agenda, BRICS organizations have both monarchical states, have theological states, and various different types of countries. Their political positions are not consistent. This is not the WALLON 2.0 edition, not the rise from the anti-colonial movement, with the anti-colonial conscious state organization, BRICS is a completely different concept.

We must recognize that the BRICS is actually a direct response to the collapse of the U.S. financial system in 2007.When the U.S. real estate market collapsed in 2007, a very clear message spread across New Delhi, Beijing, Johannesburg, Pretoria and Brazil. What information? We can no longer rely on the U.S. and Europe to play the ultimate backstop market, the ultimate backstop buyers, these countries will never buy our goods and services.

Therefore, countries must be prepared for the arrival of a post-European-American-dominated world market, and we need to return to an old concept of South-South cooperation. So when the first BRICS summit was held in 2009, it was two years after the financial crisis broke out. The main agenda of the BRICS summit was to promote trade and financial services between the five BRICS countries. This essentially marked the birth of the BRICS mechanism, which was not originally established as a political instrument.

The only political issue that was really concerned at the beginning was the question of seats as permanent members of the UN Security Council. This is a sensitive issue for the African continent because Africa has no seats in the permanent members of the Security Council. Equally sensitive to Latin American countries, they are not among the permanent members of the Security Council. Brazil is interested in getting that seat, and South Africa is also interested. India says that we, as one of the largest countries in the world, should also get a seat.

Lula has learned a lot from China’s resilience to Trump tariffs.

The Yellow:So do you think the BRICS five countries should become permanent members of the Security Council?

by Prasad :This is exactly what they felt when they first met in 2009.The world’s turmoil has intensified since 2009, mainly due to the policy of the United States, which I call extremely stupid – I specifically chose the word. From 2003 when the United States and NATO countries invaded Iraq illegally, until 2011 when Libya was destroyed, Syria was also in turmoil, and the BRICs realized that the United States was not only an unreliable final market or buyer, but also could not expect these countries to uphold the international legal system.

It was at that time that China and Russia began calling for the defence of the UN Charter. It must be clearly recognized that over the past decade, mostly Southern countries around the world were talking about defending international law, until the time of the Biden government, the United States began talking about a rule-based international order. In fact, they have been violating all international rules, very hypocritical.

In conclusion, I think that the BRICS countries and BRICS partners are now playing a role inining the stability of the world order.

I think the BRICS countries are weighing the benefits and disadvantages and calling for temporary stability. We have made a wise choice for stability. Despite all the differences, I think that the BRICS countries will not call for the overthrow of the existing system and the establishment of a new world order at the negotiating table. They are not saying this, but are striving to maintain a certain degree of stability so that they can move away from war and austerity policies with the goal of peaceful development.

The executive director of the Institute for Social Studies of the Three Continents and Indian political critic Vigger Prashad

The Yellow:Yes, I think the very important thing you’ve put forward is that the so-called traditional leaders, the U.S. and Western camps, are accustomed to giving orders high on the ground. But now, when they can’t continue to do so, they’re trying to change the entire rules of the game to their own advantage, or to make the rules to their advantage. But in this case, it’s the BRICS countries that actually play a role in stabilizing the situation. For whatever reason, BRICS countries are trying to maintain an order that benefits everyone.

I think the U.S. and the entire Western world are the parties trying to push the table or reverse the counter, and the most typical example is, of course, Trump’s crazy tariff policy.

I have always emphasized that we must abide by the rules-based international order, but now Trump has directly abandoned the order. Throwing it into the garbage barrel, that is what he is doing today, is extremely barbaric, shameless and unilaterally taxing all countries. Recently he also announced new tariffs, so-called secondary sanctions, on Brazil, Russia and other countries, against any country that does business with Russia.

For the various events that occurred after the so-called “Liberation Day” on April 2, we have the following views: first, some people sincerely believe that this represents a practical policy, Trump wants tariffs to be put into practice to any purpose he wants to; second, as you say, Trump is playing a trick, he is just using tariffs as a means to force some countries to make concessions, especially the world’s Southern countries to accept his demands.

In addition, his tariff war seems to be harsher against the Southern countries of the world, and I just mentioned countries such as Brazil have trade with Russia. I would like to ask Mr. Escoba to answer, first of all, what do you think about the current Brazilian response to tariffs? How will Brazil, as a BRICS member, respond to Trump’s shameless bullying? Do you think that Brazil or other Southern countries of the world can stand up against him?

and Escoba:Trump's furious imposition of a 50% tariff on Brazil is a very typical childish practice. The Brazilians are best at mocking such Americans, "Gringo" is a depreciation of Uncle Sam, so Trump immediately became the object of mocking on the streets of Brazil. This is an unexpected "assistance" for real Brazilian progressive forces and patriots. Because it unites the whole country in almost a few minutes, including a part of the Brazilians, I won't say they are far-right, but also right-wing, financial markets and the people of the agriculture, and if Trump's 50% tariff is implemented, they will also be hurt. Brazilians have a sense of political instinct, maybe their political sensitivity is not as high as the Italians or French, but they can feel the threat

One particular detail is that Trump has threatened to tax Brazil’s native payment settlement system, the system called Pix, which is very simple to use and is a wonderful system. You just need a bank account and a two-dimensional code attached to it, you can buy anything, for example, anyone who wants to call a taxi in Rio de Janeiro or Sao Paulo, pay with Pix, because taxi drivers also have a Pix, that is, a two-dimensional receipt.

Lula receives CNN interview, strong statements: Brazil does not accept any pressure

So Trump also wanted to tax this Brazilian-developed system, which is very popular, and over 90% of Brazilian citizens are using it. Why? Because WhatsApp lost the Brazilian market, the Brazilians were originally paying with WhatsApp transfers. We don’t have to imagine that Zuckerberg may have called the White House and he would say, “Listen, the Brazilians with their self-developed payment systems have robbed our markets and profits.” And the Brazilians are smart, long seen through this, so they decided to disable WhatsApp. I remember that Pix was launched about 3 years ago, this is a typical global southern solution that works very perfectly nationally in Brazil, no need for any financial transactions, just carrying your digital two-dimensional code, you can easily do everything you need to run everywhere. And having the exact same system

But U.S. tariffs on China are one thing, tariffs on nations that are not economic superpowers (such as Brazil) are another thing, and the Trump team thought that their tariff threats on Brazil could succeed. So far, the official response of the Lula government has been very good, and we have been looking at President Lula, from his struggle to participate in the 1970s to his two previous presidential terms, Lula reaffirmed Brazil’s sovereignty, including his emphasis on sovereignty in that bad CNN interview.

In fact, many Americans also praised Lula’s performance, he mocked Trump, and was also very tough. Lula said that if the US imposed a tariff of 50 percent on us, we had peer-to-peer laws, and Brazil would also impose a tariff of 50 percent on U.S. products. Thro the global Southern region, this had a huge impact. Lula learned a lot from China’s resilience and response to Trump’s tariffs.

The initial batch of tariffs was essentially aimed at the Southern countries of the world, while tariffs on many Southeast Asian countries were ultimately aimed at China. The Chinese people were clear that this tariff war and trade war was aimed at China. But China did not retreat, and Brazil did not retreat now. So this threat-threatening trick has no longer worked in many parts of the Southern world. This is the most important revelation at the moment, and we will witness a moment of Trump’s retreat again.
