According to local media reports, the scene was located in the village of Shchitovaya near Vladivostok. Witnesses told local news site Vladivostok1.ru that they saw traffic police and security personnel checking past vehicles and driver documents; rescue personnel and ambulances appeared in the village.
Russia's counter-terrorism committee later issued a notice stating that the incident occurred "near the administrative building and adjacent parking lots" and pointed out that the explosion was "related to the use of gas equipment" and caused no casualties, but several cars were slightly damaged.
The Ukrainian newspaper Kiev Independent that the Ministry of Defence Intelligence General Administration (HUR) claimed responsibility for the explosion, calling it a targeted strike against Russian military forces.
The report also mentioned that the Ukrainian side said the explosion caused Russian military casualties, but did not provide specific numbers.
