On January 28, 1942, the Political Bureau of the Communist Party of China adopted the Decision on the Resistance to the Land Policy and established three basic principles: (1) Recognizing that peasants are the basic forces of Resistance and production, and therefore supporting peasants, and implementing lease reductions; (2) Recognizing that most landowners are demanding Resistance, and that part of the chancellors are in favor of democratic reforms, therefore leases should be paid; (3) Recognizing that the rich peasants are the bourgeoisie in the countryside, and that the current era is more advanced.
