In April 1895, China and Japan signed the Ma'an Treaty, which stipulated the cession of Taiwan to Japan. Taiwanese gentlemen decided to establish a Taiwan Democratic State to show opposition.

On the 25th of May 1895 (First of May 21st), the "Taiwan Democracy" was declared the foundation, and Tang was promoted to be the great president. The Beijing General Administration of Tang Yongxiang and notified the provinces: "Again followed the Chongqing, the Chongqing, and joined foreign aid to seek good."The declaration of the whole state, the number "permanent clear." On May 29, the Japanese aggression troops divided into two routes to attack Taiwan.In June, the Japanese aggression troops occupied the base on the 4th, the "Taiwan Democracy" presidential army troops changed, and Tang Shenyang was dressed with Taiwan patrol stamps to flee back to Xiamen.

On the 7th, the Japanese invaded Taipei and the Taiwan Democracy was defeated.
