On September 1, local time, President Maduro held a press conference and said Venezuela was facing the biggest threat on the South American continent in a hundred years, with eight U.S. warships, 1,200 missiles and one nuclear submarine “targeting” Venezuela.

Maduro also announced that the National Army has reached a record high, with 8.2 million Venezuelans joining the group voluntarily.

Maduro said the national conscription was a "national consensus" for U.S. military deployment in the Caribbean. After two rounds of registration procedures, conscription registration will be open to the public as a regular process due to the high enthusiasm of the public for participation. The second phase will be launched this week, which will carry out large-scale preparations and training operations in 5336 communities and 15751 comprehensive defense bases.

Maduro also said that the U.S. military in the Caribbean Sea under the pretext of drug trafficking is very absurd, its rationality will not be broken, and the Venezuelan government always strives to combat drug trafficking, continuously seize drugs and destroy aircraft such as carriers used by drug trafficking groups.

The United States has deployed a large-scale naval force in the southern Caribbean and nearby waters, leading to escalating tensions between the two countries. According to U.S. media reports on August 20, U.S. President Donald Trump decided to deploy a two-shipyard fleet in the Caribbean waters near Venezuela in order to "fight Latin American drug traffickers".
