On July 16, 1996, President Clinton made a decision on whether to implement the Helms-Burton Law to compromise, approving the third article of the law to come into force on July 1, 1996 (Calendar 1 June 1996), but the real implementation will be postponed to six months later. The purpose of the Helms-Burton Law is to put pressure on foreign companies with effective trade relations with Cuba in order to further isolate and sanction Cuba. The third provision of the Act states that any American citizen who felt deprived of property during the Cuban Revolution could prosecute foreign companies with these assets to the U.S. court and demand compensation. The law has been strongly opposed by other American countries and European countries in order to further isolate and sanction Cuba.
