Millard Philmoor (1800¨C1874) was the 13th President of the United States (1850.7.10¨C1853.4) and was born in New York on January 7, 1800. Philmoor was the second person in the history to succeed as Vice President of the United States, after only two years and eight months in office. Philmoor was also a fierce compromise on the issue of slavery. He signed the Southern Slave Compensation Act in 1850; this bill was both dissatisfied with the North and failed to win the Southern President's office for two years.
