On March 8, 1874 (Lunar Calendar 20 January 1874), the 13th President of the United States, Millard Philmoor, died. Millard Philmoor (1800–1874) was the 13th President of the United States (1850.7.10–1853.4) and was born in New York on January 7, 1800. Philmoor was the second person in the history to succeed as Vice President of the United States, after only two years and eight months in office. Philmoor was also a fierce compromise on the issue of slavery. He signed the Southern Slave Compensation Act in 1850; this bill was both dissatisfied with the North and failed to win the Southern President's office for two years. Because of the two-year failure, he was elected in the 1852 presidential election. Philmoor also had no significant achievements in foreign policy,
