On September 5, 1958, the President of the People's Republic of China, Mao Zedong, convened the fifteenth Supreme State Conference. Mao Zedong spoke at the meeting, saying: "(1) The domestic situation has undergone a great popular wind movement, and the country has seen a thriving weather around the country. Both in agricultural industry, cultural education and other construction undertakings, the situation has formed a big leap forward. Because the national people under the leadership of the Communist Party joint efforts, the pace of socialist construction in our country has accelerated greatly. In view of the rapid development of agricultural production, the increasing pressure on agricultural industry, and given that agricultural production and rural work have had a relatively solid foundation and mature experience, the focus of our leadership needs to move from agricultural work and rural work to industrial construction in time.
