Resolution of the Security Council of 20 May 1991 on compensation for Kuwait's losses to Iraq
Today, 34 years ago, on May 20, 1991 (Calendar 7 April 1991) the Security Council passed a resolution by Iraq to compensate Kuwait for its losses. On May 20, 1991, Resolution 692 adopted a general outline for Iraq's compensation for the losses caused during the occupation of Kuwait. This resolution, drafted by the United States and the United Kingdom, was passed with 14 votes in favour and 1 vote in full. The resolution welcomed the amount of compensation that the United Nations Secretary-General proposed for Iraq to be delivered to the Compensation Fund. According to Western officials, the maximum amount the United Nations Secretary-General recommended was 40% to 50% of Iraq's oil export revenue. U.S. officials have always called for Iraq's compensation to be paid to the Compensation Fund
