Members' private plots, livestock, family sideline businesses and rural fairs should be encouraged and supported. Continue to implement the three-level ownership and team-based system. In the next three to five years, the proportion of agricultural investment in the whole infrastructure investment will gradually increase to 18%, and the proportion of agricultural expenditure in the total national expenditure will gradually increase to 8%. From now until 1985, agricultural loans will more than double compared with the past. The unified grain purchase price has increased by 20% since the summer grain went on the market in 1979, and the overpurchase part has increased by another 50%. The prices of other agricultural and sideline products have also increased accordingly. The national grain purchase index continued to be stable on the basis of "a certain five years" from 1971 to 1975, with 5 billion Jin from 1979. Do a good job in agricultural infrastructure construction. The newly built cultivated land of the community will not be levied for 5 years from harvest. Run state-owned farms well, and the profits of state-owned farms will not be turned over before 1985. Quickly increase the production of chemical fertilizers, pesticides, civil plastics and various herbicides. Actively breed, introduce and popularize improved varieties. Develop the mechanization of agriculture, forestry, animal husbandry and sideline fishery according to local conditions. Develop the production of various cash crops.
