Clinton explained that he did so first of all because he wanted to avoid being ugly; secondly because he wanted to protect his family; third because he believed there were political motives behind the Pella-Jones case; and four because the Independent Prosecutor’s Office initially investigated the Whitewater case and, after nothing, began to investigate his private life.

In his speech, Clinton expressed strong dissatisfaction with Starr's investigation. He criticized the investigation for dragging on too long, spending too much money and hurting most innocent people. Clinton stressed that the president also has a private life, and it is time to stop spying on other people's privacy and destroying others. Finally, he called on the American people to pay more attention to the challenges and future facing the United States in the next century.
