Thirty-three years ago today, on October 26th, 1992 (October 1st, 1992 in the lunar calendar), the independence of Quebec, Canada once again attracted attention. On October 26, 1992, a constitutional amendment agreement made by Canada to prevent the secession of the French-speaking province of Quebec failed in a national referendum held today. Statistics show that 54% of people in Canada voted against this constitutional amendment agreement, and 46% voted in favor. Quebec, the province at the center of the constitutional crisis, rejected the agreement with 56.5% opposition and 43.5% in favor. According to the regulations, as long as one of the 10 Canadian provinces rejects it, the constitutional amendment agreement will not be passed. In fact, at least six provinces voted against the agreement. As soon as the voting results in Quebec became clear, the leaders of the separatist parties "Quebec Bloc" and "Quebec People's Party" successively declared victory. They see the failure of this agreement as a support for Quebec's independence. However, governor Bourassa, the leader of the province's agreement support faction, pointed out that voters' veto of the agreement by no means means supporting Quebec's independence and separation. This constitutional amendment agreement, named "Ellottown Agreement", was reached on August 28th after arduous negotiations between the Prime Minister of Canada, governors of 10 provinces and indigenous leaders.
