Among them, Wang Minggui, the former political commissar of the Air Defense Command College, was suspected of serious violation of discipline. In November 2013, the Commission for Discipline Inspection of the General Staff put on file for investigation, and in January 2014, he was transferred to military judicial organs for legal treatment. According to public information, Wang Minggui is a native of Shangqiu, Henan Province. He was promoted to the rank of major general in 2004. In 2008, he was transferred from deputy political commissar of People's Liberation Army Information Engineering University to political commissar of Air Defense Command College. According to Zhengzhou Daily, "On August 17th, 2008, the 2008 examination of demobilized cadres selected by party and government organs in Zhengzhou was held at the PLA Air Defense Command Academy. Major General Wang Minggui, political commissar of the PLA Air Defense Command Academy, visited the test center." This is the first time that Wang Minggui appeared in public reports as the political commissar of the Air Defense Command Academy. In December 2008, the People's Liberation Army Daily paid attention to improving the work style of the Air Defense Command College. According to the report, the Party Committee of the Academy insists on consulting the officers and men, and gives them "autonomy, decision-making power and decision-making power". Major decisions, funding investment, employment selection and other work of the construction and development of the Academy insist on discussion and exchange, open selection and voting scoring. At least in January 2011, Wang had stepped down as political commissar of the Air Defense Command Academy. The Air Defense Command College was renamed Air Defense Academy in September 2011, and it is the only air defense college in the Army. In May 2004, according to the order of the Central Military Commission, based on the former Zhengzhou Air Defense Academy, the air defense majors of the Artillery Command Academy and the former Langfang Army Missile Academy were merged to form the Air Defense Command Academy, which was positioned as an intermediate education institution and was upgraded from the division level to the deputy military level.
