On August 27, 1949, the People's Government of the Northeast was formally established. On August 21, 1949, the People's Congress of the Northeast was held in Shenyang, where 303 people from all walks of life attended the meeting and discussed the adoption of the Report on the Government's Work in the Three Years and the Report on the Recommended Guidelines for the Government of the Northeast People's Government, and the election produced the People's Government Committee of the Northeast People's Government, and 41 people were elected as members of the Government. On December 27, the People's Government Committee of the Northeast People's Government held the first meeting, and elected the People's Committee of the Northeast People's Government as the Chairman of the Government.
